武汉电梯故障等8种情形可走绿色通道

武汉市人民政府召开新闻发布会介绍,《武汉市住宅专项维修资金管理办法(修订案)》将于今年7月1日起正式施行。

据武汉市房管部门相关负责人现场介绍,修订后的《办法》将维修资金使用的行政管理模式从审核制调整为备案制,优化了办事流程,简化审核和拨付程序,10个工作日的审核时限缩短为3个工作日进行备案;《办法》将应急维修范围由4项扩大到8项,即在原有消防功能障碍、电梯故障、屋面渗漏、外立面脱落等四种情形基础上,增加了外墙严重渗漏、二次供水设施设备故障、因坍塌、堵塞、爆裂等造成共用排水设施设备功能障碍、供配电系统设施设备故障等事项。

此外,《办法》创新了维修资金使用的表决方式,约定委托表决、集合表决、默认表决、异议表决等四种表决方式提高效率;《办法》还强化了街道、乡镇在维修资金管理中的责任,并明确规定,开发建设单位、业主交存的维修资金属于业主所有;《办法》同时要求武汉市房屋行政主管部门择优确定本市维修资金专户管理银行,并向社会公布,并规定结余资金随房屋所有权转移。
